Central Document Management System for Foreign Investors is Launched

On 8 May 2026, Merkezi Kayıt Kuruluşu A.Ş. (Central Securities Depository of Türkiye) has launched the Central Document Management System for the purpose of facilitating account openings of investors outside of Türkiye.
With the authorization granted with the amendments in the Regulation on the Principles of Establishment, Activities, Operations and Supervision of the Central Securities Depository and the Communiqué No. II-13.1 on Recordkeeping of Dematerialized Capital Market Instruments by the Capital Markets Board of Türkiye on 29 April 2025, Merkezi Kayıt Kuruluşu A.Ş. (“MKK”), announced the launch and implementation of the new Central Document Management System (“CDMS”) through its General Letter dated 8 May 2026 and numbered 1067.
With the announcement, MKK has introduced the newly developed CDMS in order to facilitate and fasten account opening procedures of foreign investors in the Turkish capital markets.
Through CDMS, foreign investors will be able to securely submit and directly share, in digital form, the documents required for account opening applications with investment institutions, which were previously transmitted through various channels. The CDMS is designed to establish a centralized and direct communication infrastructure between foreign investors/right holders and investment institutions, thereby enabling account opening processes to be conducted in a more efficient, faster and traceable manner.
The CDMS is also integrated with international verification infrastructures frequently used in account opening procedures, such as the Legal Entity Identifier (LEI). In addition, integration efforts with the Turkish tax authorities regarding the process for obtaining potential Turkish tax identification numbers are currently ongoing.
Foreign investors may access the CDMS through https://mdys.mkk.com.tr/investor and complete the relevant membership procedures in accordance with the user manuals provided by MKK in order to use the system.
